Study residence steps for Georgia 2026 | A complete guide

Getting a Georgian study residence permit is a multi-step process that must be done carefully and in order. From the official translation of academic documents to filing the application at the Public Service Hall, each step has its own points to watch.

Missing them can lead to your residence application being rejected, or to your work having to be redone several times.

From translating documents into English and having them certified at the Ministry of Foreign Affairs and the embassy, to enrolling at the university, getting the D3 study visa, arranging health insurance, and finally filing the residence application. We also cover the new June 2026 bill on the language-certificate requirement.

If you are confused at any of these stages or want to avoid common mistakes, this guide is written for you. MoonRise carries out all of these steps for you in one piece and without stress.

Steps to translate and certify academic documents

Apostilled academic documents translated into English must also be translated once more into Georgian and certified at the Ministry of Foreign Affairs and the Georgian embassy.
For enrolling pupils, documents from primary school up to the last level completed are needed, and under Georgia’s new law, a study residence permit cannot be obtained as a pupil by enrolling at a school; but for students, a diploma or above is enough and a study residence permit can be obtained.

The D3 study visa and compulsory health insurance

Depending on the applicant’s country, a study visa (category D3) may be required before travelling to Georgia. Valid health insurance for the whole residence period is also required both for issuing the visa and for the study residence permit.

University enrolment and signing the contract

Once the documents are ready, initial enrolment at the university is completed and the documents must be verified at Georgia’s Ministry of Education. Then an official contract is signed with the educational institution, which will be the basis of the study residence application.

Filing the residence application and the 40-day deadline

The study residence application must be filed at the Public Service Hall. Under Georgian law, the application must be submitted at the latest 40 days before the applicant’s current visa or residence permit expires.

A possible change: the language-certificate requirement (under review)

Under a bill that Georgia’s Ministry of Internal Affairs registered for parliamentary review in June 2026, an international language certificate or a pass in the NAEC exam may become mandatory for the admission of foreign students. This is still under review, and before you act it is advisable to confirm the final status with official sources.
